2003 Honda Civic 4 cyl Front Wheel Drive Manual

I had my 2003 Civic timing belt replaced 2 weeks ago. Now while driving around everything seems fine. When I pull up to a stop. The headlights dim and the interior fan slows. I checked to make sure the alternator belt is tight.
