2002 Honda Civic thuds from front axle

Noises problem
2002 Honda Civic 4 cyl Two Wheel Drive Manual 75k miles

when turning (expecially) at low speeds, soft thud is heard from front of car. same noise can be duplicated with car stationary by turning wheel R&L quickly by 1/4 turn.
inspection under car showed no worn or loose parts in suspension and steering.
told that noise is caused by valve ready to fail inside rack&pinion assembly, which needs to he replaced (the whole assembly, not the valve).
is diagnosis consistent with symptoms? anything else I should check before paying $700 (US) for the work?

could be a failing rack and pinion. best thign to do is go under car and have someone keep making the clunk noise while you try to find out where it is originating from. listen and feel for it. if you can find it in the front end. make sure it isnt the steering rack thats loose and moving to the limit of the bolt and clunking.
