2002 Honda Civic rear grinding

What is causing my rear brake shoes to still grind after changing the drum and put on new shoes? It grinds when i come to a stop or when i go around a turn. Please help!

It's either:
- a bad wheel bearing
-rust caught in the brake assembly
-the backing plate is hitting the drum.
