2002 Honda Civic INSTRUMENT CLUSTER

My Honda has an interesting problem. The instrument cluster gauges all including gas, speedometer, tachometer, oil, electronic odometer, gear shift light on panel and stick work intermittently. When weather is warm and dry, if I drive on highway fast, the full cluster starts to work. Then for no reason at anytime the cluster gauges do not work. Save for the hand brake light and air bag light on panel nothing. Sometimes there will be dinging and some gauges turn on then after 10 seconds turn off with a sick sounding ding. The problem started a year ago when in a car wash the under body was blasted with water. Honda states my cluster is faulty...I don't agree. Do you have any ideas?
