2001 Honda Civic Random Whistle

My car has started to make a high pitched whistling noise at random times. It is very short and is not constant but is increasing with frequency with time. At first it would happen when the car was stopped after running for a while. Now, it will happen once about every five minutes either while running or while stopped. It is a very odd noise that is hard to describe but I am worried that it could indicate something is about to fail. Is it possible it is the air conditioning or something else entirely?

It is possible the cooling fans are failing. Check if the noise is emitted by them.
