2001 Honda Civic Headlight problem

We have in intermittent problem with headlights going out. The Bright Lights work correctly as do all of the other lights. The bulbs and fuses are OK. When troubleshooting: all 3 pins are hot at the bulb connector and the lights do not work. When the brights are turned on only one pin is hot and the lights work correctly. It appears that there is feedback to the 3rd pin which negates the ground when the regular headlights are on. Where could this problem be coming from?

Was there ever an answer to this question. I have a civic w 75000 miles and have the exact problem going on. All lights wrk except for the lowbeams. Have tested relays, repleced switch, bulbs etc and can't find the problem.
