2001 Honda Civic Cold start rpm surge when going uphill

Lately, I've noticed the rpms surge between 3000-4000 while going 60-70 mph. This seems to only happen when going up an incline and only after a cold start. This either goes away after a few minutes or after restarting the engine. Then it drives fine the rest of the day. This doesn't happen if the road is flat. I had the transmission flushed at 123k, and nothing was found out of the ordinary. No codes present however last week the engine light came on and the engine stalled. I had the codes checked and it read P1361-intermittent interruption in the TDC sensor. I reset the PCM per the Honda service manual and checked for codes: no codes present. The manual says that its fine, for now. Any ideas?
