2000 honda civic SE 67000km, power steering problem

power steering not working, armstrong all the way. groaning sounds coming from pump. some fluid sprayed onto hood. changed pump, topped up reservoir, still armstrong steering, noise still present, fluid all over the inner fender, no leaks from any lines. don't think fluid is sucking out of reservoir, but is being pumped into reservoir causing overflow. what's up?

That pump pushes the steering in the rack. I gotta go with a rack and pinion problem. Pump tries to push but can't. Groaning could be back pressure from the rack and causing the fluid to be forced out. Get a manual and maybe talk to your dealership about a cost on that one.
