2000 Honda Civic alternator isn't charging

only getting 12.65 volts on the battery terminal with
engine on ,high beam ,heater on.
when I disconect output wire from alternator I get 16.5VDC when I put it back it is loading down to 12.65VDC. Replaced ELD in the fuse box no help.

any help would be apriciated.

12.6 is not enough -its not charging BTW its a bad idea to remove the alty's output wire.

Your regulator is gone its not controlling the field winding-when the regulator sees resistances it will lower the output and vice versus.
