How much should it cost to do a engine tune up which includes the ignition coil, wire, plugs, distributor cap and rotor and fuel filter.

Ignition coil is not a tune-up item.

You should be doing, PCV, fuel filter, cap, rotor, wires, plugs, all required fluids and possibly a valve adjustment.

Labour rate for the fuel filter is 0.5, the ignition tune-up will be about 1.0hr labour.
