Engine Performance problem

I have had my car to a mechanic who said my automatic idle contriol motor is bad. I have 3 questions regarding this. #1. So far it has been reving and stalling when stopped, like at a light or stop sign. Today, it was surging everytime I slowed or sped up (changing gears). I was in traffic and did not go over 30 mph. # 2. I read on some of the other questions about getting throttle cleaner to help with this type of problem-is that something a mechanic would do? # 3.Is it pretty straight forward that the idle valve is gone and must be replaced or can it be cleaned or something. The car has 160,000 miles but has been serviced religiously and is otherwise a great car.
