1999 Honda Civic CANNOT GET REAR DRUM BACK ON

I just replaced the rear brake shoes and rebuilt the left wheel cylinder on this civic. I cannot get the new brake drum on.
Where isthe adjustment for the parking brake ?
I am thinking that is what is causing my problem.
Please help
