My daughter hit a pothole and bent the wheel rim. ) passenger side front) The tire is now flat. The wheels are a 5 spoke steel wheel ( at least i think its steel it might be aluminum). Anyway, is the wheel rim repairable or Should it be replaced. Since my daughter is in high school, cost is an issue for her

This question can only be answered by a rim repair shop, once they see the rim. Some wheels can be repaired, some cannot and/or it's not worth repairing.

You will have to take it to a rim repair shop and show them the rim.
