1999 Honda Civic All Break Lights Are Not Working

All break lights will not work, tail lights do work. Replaced all bulbs, that was not the issue, the fuses were relplaced, that was not the issue. Replaced the break switch, that was not the issue, the voltage was good. What could be causing this issue. I checked out the Chilton manual for the wiring scheme and am going to track it down.

There is most likely an open from the brake switch to were the power gets distributed.
