I had to get my upper control arms replaced. I had one done by one mechanic and the other control arm done by a different mechanic. One mechanic said an alignment is needed and the other mechanic said it wasn't needed. Who is correct?

I would say that the first mechanic is correct. Anytime i do that work i get the alignment performed. The worst you are going to see is the tires telling you that you should have done this. Possibly with the work you have had to have done your tires might already be wearing unevenly. It is your call.
