Brakes problem

I have a hond civic coupe, it was happen on almost 6 month ago, the problem is ABS kick in when the car is almost stop in very slow speed. there are no problem to braking and abs kick in in slipping siuation. Now every time the car is almost fully stop, the abs kick in. but ABS light did not turn on and there are no code. Bring the car to the independent shop to trace the problem but can not find anything. They check and clean the ABS sensor, change the front brak pad and rotor, flush the brake fluid, it did not help any.
