Engine Mechanical problem
1999 Honda Civic 4 cyl Front Wheel Drive Manual
i replaced the primary ok sensor as per the obd11 codes the problem still exists so I guess it is not the o2 sensor or could have I bought a faulty o2 sensor

EVAP Emission Control System Leak Detected (Control Canister System) error code 1457

The check engine light is on
and gives error code 1457 it has been on 3 times in the past month every time I cancel it a few days go buy the car surges stuters then the light comes on then drives smooth again like it never happened

Make sure fuel fill cap is on tight and not cracked. There is a valve and soleniod that is on top of the fuel tank that sometimes become sticky on this model civic, if the fuel cap is good I would suggest replacing those.
