1999 Honda Civic 6 cyl Front Wheel Drive Automatic

The car was making a clicking noise and then the belts in the engine stopped turning?

Do you mean the engine is running but the belt do not?
Or you are trying to crank the engine but it does not crank up?

Yes the engine starts but the belts don't turn.

All the belts or only specific ones not moving?
You have a seized bearing somewhere, alternator, compressor or idler pulley.

Check if the lower crankshaft pulley is moving. There is a possibility the lower bolt has broken off as you mentioned clicking noises.

Check the crank pulley central bolt to see if it is loose or missing. I believe the crank bolt is broken. Do not attempt to start engine now. If the timing belt skips, it is going to damage the engine.
