1998 Honda Civic odometer

my speedomiter works some time and some time it doesnt it just started doing this. When it not working when I start the engine the speedomiter goes to 20 MPH and stays there. If i replace the variable speed sensor will this solve the problem?

I would say the chances of the speed sensor replacement solving the problem as at 99 %.
