After installation of the brake shoes, the adjuster should be fully turned in. As you mentioned it has been done, check the handbrake cable.
Quite often it is adjusted too tight and when new brake shoes are installed, the cables are pulling at the lever activsting the shoes and not allowing the drum to be installed.
Loosen the adjusting nut at handbrake lever till it is loose and have sufficient free travel. After installation of the drum, drive around and pump the brakes to let the brake self adjust before adjusting the handbrake level height. Ensure you have sufficient free travel so that the self adjusting mechanism of the rear brakes can work correctly.
