Blowing Fuse number 15

I have a 1998 Civic.

It had the check engine light on for quite some time but has been running fine otherwise.

Now it is blowing Fuse number 15.

I checked the error codes from the service connector.
It is showing the codes: 2, 17, 41, 65 and 67.
I believe number 17 is for VCC whereas the other error codes relate to the Primary and Secondary oxygen sensor heater malfunctioning.

I have done the following diagnostic so far:
1. Removed the plug on the VCC no change- still blowing fuse 15
2. Removed connector plug from the primary Oxygen sensor no change, still blowing fuse 15
3. Removed connector plug for secondary oxygen sensor no change, still blowing fuse 15

The car runs fine otherwise, except that since it started blowing fuse 15, the speedometer is either not showing any reading or sometimes jumping up and back to zero.

I am retired and on fixed income and will like to do anything that I can, to fix the car and will appreciate the advice as to what I should check next.

Hello,

This 15 fuse has many items on it but the one that stands out for me is the heated oxygen sensors which short out all the time.
