1997 Honda Civic Instrument lights

i have a 1997 honda civic lx and the instrument lights don't come on to light up the speedometer/tachometer and also the heat/ac unit. i have replaced the fuse for instrument light fuse. what else could be wrong?

Was the fuse blown? Have you checked all your fuses?
