1997 Honda Civic heater and AC

Heater and ac will only come on at level 4. Won't come on at 1, 2, or 3. Car is heating and cooling though. Has plenty of anitifreeze. Is there a resistor in the level switch I can change or do I need to change the whole switch? If I need to change it how hard is it to get to it? Do I need to pull out the whole dash? Any help would be greatly appreciated. Thanks,

Replace your resistor. Located nest to the blower motor, behind the glove compartment. Lie down on your back on passenger side floor looking behind the glove compartment, you'll see it.
