1997 Honda Civic Engine Size unknown Two Wheel Drive Manual 60,000 miles

There is black stuff (strands) coming from the exhaust, what is it, can it be fixed?

if its a fiberglass type strand then it is a bad converter and it will have to be replaced, if its just soot that brakes up easily then the engine is just runnign rich.
