Air Conditioning problem

my air conditioner doesn't cool and it blows only on high. what is needed to repair it ? What is the approximate cost? My son in law says he can change the belt for me and re charge it.

2 problems. first you need to replace the blower m otor resister for the fan to make it work in all speeds, second you most likely need to recharge the ac system with freon and look for a leak in the system.
