1996 Honda Civic rear brakes locking

i just wanted to ask for a solution or an answer to what made my rear passenger brakes locked and how would i fix it. i have two hunches, because it might be the hand-brake cable or the piston in the cylinder that might be stuck.

Both of these are viable solutions to your question .. you will need to strip the offending breaks down to get the complete picture .. if you require more info please contact me ?
