1996 Honda Civic mirrors

1996 Honda Civic 4 cyl Two Wheel Drive 166k miles

both of my stock power mirrors are not working. when i press the button to move them i hear no noise at all. i try to listen for the motor but i dont hear anything. is it the motor that can be bad, or is it maybe a fuse? if it is the fuse, wich fuse it it and where is it located? (hood/under steering)

The fuse is # 17 (7.5A) under dash
