1996 Honda Civic defective handbrake parking brake

My 96 honda civic has got a defective parking brake. It is only working on the righthandside of the car. when I stripped the defective side it all seemed to be operating correctly. The car has rear brake pads as opposed to shoes. when operating the brake lever all of the components seem to move freely. please help!

I was unable to find a diagram of the system. Either way I think the cable is out of adjustment. Are you sure that it does not have a shoe assembly for the parking and pad for regular braking? It should pull equally on the left and right brake.
