1996 Honda Civic Cylinder #3 backfiring

1996 Honda Civic 130000 miles

My buddys civic had the engine light on. His Mechanic scanned the system and states that the valve on #3 wont close which is causing a backfire on #3 only. Car is in descent shape except for this problem. Is there a way to clean that carbon build up by additives with out pulling the entire head?
By the way , that mechanic actually told him to drive it to the ground and even unplug the #3 injector to lean out the fuel using?????

First I'd check vakve adjustment then run SeaFoam through to decarbon
