1996 Honda Civic brakes locking up

This vehicle came in and it had no pedal and needed the rt ft caliper master cylinder, booster, pads and rotors the first time. Then it came back without a brake pedal and the left front caliper had blew that wasn't replaced like it should with the other. Then it came back with the left front wheel locked. This time I worked on it and It needed the LF caliper and I checked the lines for a collapsed line and replaced the porportioning valve. Keep in mind that I put on wagner thermoquiet pads and the piston went 1/8 " in the back of the pad. But now it's come back again for the brakes locking down and pedal getting hard. All components are new.

You will have to work out whether it is a mechanical or a hydraulic problem. With the brake locked on fit a brake line clamp to the brake hose. Open bleeder and see if brakes release, if so hydraulic if not mechanical start there.
