1995 Honda Civic starter

my starter will not turn over. when i first experienced this i replaced the starter but now the new starter does nothing when i turn the key like it is getting no power. could this be the main relay?

Check Battery voltage
Check battery voltage at the starter.
Check the solenoid signal wire (this should get voltage when the vehicle is being cranked)
Check the transmission to chassis ground cable.
