1995 Honda Civic head/head gasket

i believe i have a cracked head or a bad head gasket but not sure how to be certain what it is. There is oil on my spark plugs and my car is not starting i can jump start it but when i try and start it with the key it wont turn over. how do u check to see if its a cracked head?

will have to remove the head and have it magnafluxed (machine shop will do this) to check for cracks. they use special dye and machine to pressure test it.

however, oil on the plugs indicate an issue with the pistons and piston rings, not the cylinder head or head gasket.
