1995 Honda Civic fuel economy

I have a 2 1/2 exhaust pipe without cat converter and igetting bad gas mileage and I don't know if changing that to a normal pipe would work and would a cat have any difference

Bad gas mileage could be anything within the vehicle-When was the last tune-up, wheel alignment etc.
