1994 Honda Civic 4 cyl Front Wheel Drive Manual

i am trying to stop the rocker arms from rattaling realy loud. Oil is spraying out of the oil port on top of the cam all of them. There is play at any of the rockers. I have roted the engine by hand turning at the crank #1 cylender to t.D.C. I am trying to help a friend out after the head was changed he dose not have a mamnul at this time so I have tryed to adjust by feel and sound help please

How on earth do you stop it I have set timming set valve lash to speck by hanes manual bought today the rockers are still loud ase all get out you hear them 10 feet away the oil pump is fine I ran this car 2 or 3 min no valve cover it pumped 2 qts out the top what may have I missed I did recheck the valve lash 3 times at lest help!
