1994 Honda Civic fuel pump inop

my civic fuel pump will not work. I bought a spare car for parts that still runs. I have ran all the steps for checking the relay. Pump works when I jump terminals 5 & 7.
I have replaced ECU, MAP, relay, checked all fuses. All old parts I placed on the spare car and it continues to run but the "good car" will not run except when I have jumped #5 & 7 terminals to get fuel pressure. when fuel pressure drops off, the engine dies. What to do next?

Check to see if the ignition switch is sending it's properly signal to operate the relay (assuming the relay is good)
