looking at the chilton book the picture shows a small metal plate with numbers on it and a hole on the top of the plate. when you look at the actual engine they have the plate but above it there is no hole. only solid metal

Which part are you talking about? Or which timing mark are you talking about? The mark may just be covered by dirt and grease.
