1993 Honda Civic Manual 168,80 miles

My 93 civic with 168,8xx miles wont shut off. When I got the car, I was told that it had an after-market alarm system that wasn't fully installed. The car at one point would make some funny buzzing type sound and the lights like the oil, check engine etc. would flash in sync with the sound. Sometimes it would stay on and I had power to my radio, windows everything electrical and the key wasn't in the ignition. Now the car stays running. I can press the gas and you can hear the car rev. This all while the key is not in the ignition. I pulled the power from the battery, still stays on, I locked and closed the door, still nothing. I had to pull the power and over turn the key until it made grinding sound. Is there anything I can do? Is the car a total lost?
