1991 Honda Civic Temperature Gauge

My temperature gauge is acting erratically, going from normal to high and then dropping back down to normal in a matter of seconds. Don't know if this is related, but the heater is not working either. Do you know what could be the problem?

Start by doing a cooling system inspection - make sure coolant level is correct, look for obvious signs of leakage.
Warm up the car, then check the temp of hoses: they should be warm also. If not, there may be a problem with the circulation. If the engine is hot but the radiator is not, suspect the thermostat.
