1991 Honda Civic Reference Do I need a lock smith II

After some time to think I realize that it was the normal lock out on my steering column that prevented me from turning the ignition key. How to solve the problem? Put the steering wheel back on. DUH!!. That done I was able to properly test the ignition switch which to my disappointment tested just fine. Next stop the distributer. Anybody got any better ideas?

What's the problem here-steering lock or it cranks over and will not start be specific-Why the distributor?
