THIS MIGHT BE A LITTLE TOO TRICKY. YOU HAVE TO REMOVE AIR BAG AND STEERING WHEEL, TO ACCESS SWITCH. AND I JUST LOOKED UP THE WIRING SCHEMATIC AND IT DOES LOOK LIKE YOUR IGNITION SWITCH IS YOUR PROBLEM.

On the other hand if your up to the challenge, id suggest getting the repair manual to follow exact instructions. Your local parts store will probably loan you a steering wheel puller, that is a special tool to press off the steering wheel. And if your asking if you can do it, you probably answered the question. Let us know how you make out.

All data said it was in the column. Sorry. I work on so many cars, im trying to picture a 91 civic ignition switch. To be honest with you, id just start taking it apart by looking at the new switch and just doing it. The best thing to do would be to get a service manual for a 91 civic, good luck
