1989 Civic blower motor

I have a 1989 Honda Civic, 121,000 miles, 1.5 :

The car was off the road for a few months, and when started up again, the heater/ac blower is inop. I've checked and replaced underdash and engine compartment fuses, with no change. The air conditioning compressor engages and operates when a/c is selected, but the fan does not operate. What is the next troubleshooting to determine if it is the blower motor? Where do I locate the blower motor and is it a repair I can accomplish at home? Money is a bit tight, and while I can deal with no a/c in the summer, I'll need the heat and defroster. It is likely mice were nesting in the vents - is it possible they have clogged up the motor with acorns and leaves?

Is there any humming like the motor is trying to start on the fan? Can you give the motor housing a rap to see if that dislodges any items and lets the motor kick on?

No, I don't hear anything when the fan selector is moved from off to any of the 4 speeds.

Where is the blower motor exactly. Is it behind the heater/ac controls under the dash? Is there any access to get a vacuum in there to clean out mouse housing?

I hate to sound ignorant here, but money has become very tight and I can't afford to pay a shop for troubleshooting. With my '97 Accord bashed up by a deer - and the insurance deductible to pay - my old reliable Civic has become the #1 car for the time being. If I can't find out how to fix this problem, I'm not sure if it can afford to have it fixed, making this car useless for colder months. Any help you can offer is appreciated. And I will be happy to donate for your advice. If you can help me get this fixed cheaply, I'll have something to donate.
