1997 Honda City idle fluctuates when AC is ON

Idle is at 800 rpm when compressor is not engaged but when engaged the idle fluctuates from 800 rpm to below 600 rpm . . . causing the compressor to disengage inorder to prevent the engine from dying.

This happens at an irregular interval.

Could be an idle up solenoid problem or the alternator is not compensating for the AC additional load.
