Weird Issue

I have a 1991 Honda Accord that started having a real weird issue the other day. My car ran fine when I went to sleep when I woke up and tried to leave it wouldn't start or even try to turn over it was making a clicking sound coming from what I've been told was the modulator on the firewall. The car has full power so it's not my battery, all my fuses have been checked including the fuseable links. The weird thing is my power windows, power seatbelts, my gauges, my cruise control, my clock in the dash will only work if you press on the plastic piece that covers the reset buttons. What do you think is possibly wrong with it. Also it's idling real low it feels like. 229,889 miles and its a 2.0

Check all grounds very good. Then replace, repair, examine the positive cable all the way to the starter. I think you have a bad connection.
