They usually get a couple of shots of primer and are painted the same as the rest of the vehicle. I bet there is a more flexible paint available but I am not sure about getting paint to match the rest of the car. I used to own a 90 accord and had it repainted. The bumper was sprayed with the rest of the car and looked fine. It worked fine, but once someone gives the vehicle a nice tap, the flexing of the bumper cracks the paint and it can start to flick off. However, I have a new accord as well and from the factory it responds the same with the tap and flicking off of the paint.
