I already check the coil its have voltage and a resistance between 22,000 and 0.7 ohms
but wen I hook a bulb to the negative signal and crank the engine the bulb doensnt blink what do I do to know if its the wiring or the distributor

Well I would check for carbon build up on distributor and rotor for carbon build up or cracks, or a worn rotor. Also could have a bad ignition module or crank position sensor.
