Honda will not start when temp outside is freezing.

Hello, I have a 1993 Honda Accord LX with 220,000 miles. It will only start when the temp. Outside is above freezing. I have taken places but no one can figure out what the problem is. Help me!

What is the condition of the coolant as far as the level it is protected to for freezing?

Coolant has nothing to do with starting conditions.
Mixure has to be very rich at low temperatures, check computer codes, maybe temperature sensors are bad.
Simplest reason could be water in fuel. Add 1 quart of denaturated alcohol to the fuel tank.
