Fuel warning light on dashboard stays lit

I have a 2000 Accord - 85k miles to date. The fuel warning light on the dashboard stays lit. Full tank, half tank, quarter tank.. the fuel light stays on. The gas meter works. What could be causing this?

Look, I am winging this but the light has to be controlled by a sensor. I don't know if it is internal to the tank or not. A repair manual would help out with that. Check one out at the local library or buy one at the auto parts store.
