CEL & Broken VSS related?

Hello!

I own a 1994 Honda Accord 4 cyllinder V-TEC engine with 168 000 + miles on it. The speedometer recently stopped working, and I assume it is because of a shot VSS...The check engine light has also been lighting up after about 30 minutes of driving, and I have a couple of questions for you

1) Could these two problems be related?
2) How much should it cost to repair the VSS?
3) Do you know of any way to check the status of my CEL without an ODB gadget?

Thanks for any help that you can give me...went to firestone today, they charge $99 to do a diagnostic. OUCH!!!

Search the web for assistance but up under the dash is a two wire connector that is jumpered to activate the output of the CEL. It causes the light to flash and reveal codes. I don't remember the location of the wire. Often on the passenger side. Slow blink is 10 and fast is 1 point. Slow, slow Slow, fast = 31
There is a chart that reveals what the code is holding. If you find a site with the assistance send me the link. Thanks
