Accord- occasional Steering vibration on high speed

I have an excellent condition Honda Accord 90, 200K KM. It ran excellent on freeways until few months back when the front right tire climbed the curb in the parking lot.

After that 2 problems started:
1) The steering wheel vibrates sometimes very badly on speeds over 65 m/hr. I got the tires balanced and rotated. No use. Sometimes the car runs very smooth. Sometimes little vibration, sometimes very high vibration. In high vibration car takes much more rpm to reach 65 m/hr. Once I felt a periodic noise alongwith the vibration. When took to my mechanic he test drove and the car ran very fine !

2) The steering starts to vibrate on braking at high speeds. Mechanic sugested rotor replacement but with a very high bill $400 with front brakes and another 280 if bearings get damaged while rotor dismounting.

Here is a suggestion or two. Check the tires closely for belt seperation. Next, I noticed that you said the tires were rebalanced and rotated, but anytime you hit something hard in the front you should have the alignment checked out. Try jacking up the side that you suspect and taking off the tire. Then using some homemade devise, slowly turn the front rotor and use the device to check if there is any warpage of the rotor. You are check to ensure that it runs true. You've seen the bike wheels that are out of true, they don't run straight when the wheel is spun. They seem to wobble. The rotor must be true if not replace it. This work is not hard at all and most people can do it themselves.
