I recently hit a guardrail in my Honda. The strut tower weld has been broken. Is this a repairable issue? Can it be be rewelded to the car?
I don't know if the frame is bent or not. I wouldn't think so it wasn't that hard of a hit. Please someone give me good news

Of course it is repairable. If it were my doing I would reweld the base and do it using the opposite side as a reference to ensure that it is properly aligned. Now, about the frame, that is your call, but they will be able to give you an indication on whether it will be necessary when they do the alignment which you will have to do.
